Configuring a Pipeline using Policies

Background on Policy Design and its relationship to Pipeline Orchestration

The reference design envisions that Policies would be stored in a PolicyLibrary, a centralized repository which could be as simple as directory on disk. One of the jobs of the pipeline orchestration layer while preparing a pipeline is to collect all of the relevant policy files for a particular pipeline and deploy them onto the execution platform. In general, the policies that appear in the library would be considered defaults (e.g. "nightlypipeline.policy"); the orchestration layer, as part of its configuration of the pipeline for a particular night and/or execution platform would have the opportunity to override any of the Policy parameters.
