Test trunk properly in nightly build

The nightly build process should test the trunk properly; it currently builds trunk packages individually against release packages, but instead it should test each trunk package against the correct versions of its dependencies.

We'll need to start recording the proper versions of package dependencies (some of which may be svn versions or even in ticket branches) in order to enable this.

The nightly build now tests trunk packages against their *minimum* dependencies, as specified in their .table files. It think the TCT wants the nightly build to also test against *latest* dependencies, but this task has already taken so long that I would like to make that a separate assignment. Another potential task would be to trigger builds of individual packages based on checkins.
